From the Silver City
Years ago on Mr. Wizard, he showed how to clean tarnished silver, using a very simple electro-chemical reaction. It requires little more than baking soda and aluminum foil. The other day I had a tarnished piece of silver and found that same method online. Apparently this method doesn't remove any of the silver—polishing does. Here are the before and after shots. I don't think this was originally highly polished, having more a of a smooth, matte finish. So I think it did a pretty good job, and it only took a few minutes.
